I have been using Creative Cloud for maybe 6 months. Never had any
problem until Lightroom 6 (Lightroom CC 2015) was installed a few days
ago. AFAIK, this was the first version of Lightroom CC ever installed.
But perhaps I just missed some earlier version. One oddity of the
Lightroom CC installation is that it did not place an icon on my desktop
like all other Adobe installations have done. So, if I wasn't paying
much attention to the CC upgrades and installs I may have had an earlier
version that I never knew was there. I don't pay much attention to
Lightroom since I don't use it (but always have the best intentions of
trying it out some day)
I have never uninstalled a version of Lightroom and have 3 versions on
my computer prior to the CC installation. I've not tried all of them
but version 5.7.1 continues to work normally after the CC install.
Despite my claims of not having a library I must have created one at
some time since 5.7.1 opens up with displaying a folder of my images.
When CC tries to start up the first thing it does is try to convert the
format of the library. It appears to succeed and then Lightroom fails.
Despite apparent success it must actually never succeed since every
attempt at restarting always starts with trying to convert the library.
Reading the problem reports it appears that most people's problems are
resolved by simply logging out of the Creative Cloud application and
then logging back in. That was also the first thing tried in Ken's
conversation with a support person. When that didn't work they
proceeded to deleting or renaming a number of temporary files in some
Adobe folders. That worked for Ken but not for me. Perhaps the
difference was that Ken was signing up for the first time whereas I am
an established CC customer.
Stay tuned. Adobe support will be opening up at 8am Eastern time (10
minutes from now) and I'll report back on my experience. (Which may only
be applicable to Windows users. Don't you use Apple stuff?)

But do people who just use the standalone version have problems
upgrading, or is just those who are subscribers? I use the standalone
LR only, and for once the new version really seems like something I
want to get as soon as possible because of the panorama function
(which would completely obviate the need for Photoshop for me)—but if
the upgrade is as problematic as it has been for some of you, then I
will pass on it for now.
