Most of the workshops I'm familiar with have a similar philosophy. Up to a
point, you can cancel and get a refund minus a hassle fee. After that point,
which is usually far in advance of the scheduled date, you can't get any kind
of refund unless someone else takes the vacated spot. Within a couple of weeks
or so, there are no refunds at all. Of course every workshop leader can and
does make exceptions based on circumstances.
