Everything works properly except the DOF button, including stop down on
the camera. The DOF lever does not reach the diaphragm coupling lever.
The DOF lever is punched out of sheet steel, so I didn't see how it
could be bent without buckling and it is quite flat. Looking closely at
the striations on it's surface, it looks like it may be bent slightly
just where the long curved part meets the boss the button pushes on. I'm
not sure how to bent it to the right point, but just knowing that it
should be touching the coupling lever is useful info. Thanks

Does the lens stop down properly when attached to a body? You can check it
by setting the shutter speed to B and tripping the shutter. Move the
diaphragm through all its settins and see if they look correct. If they
do, then the problem lies somewhere in the lens mount. It's possible the
DOF step down lever has been bent. The DOF lever should rest up against the
diaphragm coupling lever.
