The best dust and scratch remover is hardware and not software...
scanners that employ a 4th color channel using infrared. Unfortunately
they don't work with B&W silver film although B&W chromogenic is OK.
They also work poorly with Kodachrome but some scanners seem to be able
to make the IR channel work to some degree.
The problem with software dust and scratch removal is that the software
has no way of determining whether what looks like a scratch or speck is
actually a a small bit of important detail. The software tends to
soften the image as well as reducing the dust and scratches.
