It's in the Highway Code. The advice isn't prescriptive; that is to say
that, although blowing your nose is not specifically mentioned, if, in
the opinion of a police officer, you do not have full control of your
vehicle, you may be subject to caution.
This particular flatfoot has form, though. But the fact that he's not
been quietly told to be less zealous is worrying. He's obviously a
prick, and it brings the whole legal system into disrepute.
