The USPS is crying that the decline in mail volume is going to cause
them to have to cut service or go out of business. I suppose several
here were aware that "junk" mail and commercial delivery heavily
subsidize first class letter rates, but I don't think the general public
knows.
San Francisco has a proposed ordinance banning snail mail spam (junk
mail). Many postal workers came to the the first hearing to point out
that doing so would put them out of work and stop "real" mail deliveries.
So I would guess that any high tech additions that can't be projected to
pay off in the very short term won't fly in the near future.
