In my (limited) experience many companies have strong and sometimes
stupid seeming policies on "junk" and "surplus" parts because
otherwise the temptation for employees to declare marginal parts as
"surplus" becomes too strong. I
don't know if that's the case here, but it rather sounds like it.
Too bad the policy is misapplied.
