Assuming a well built PC fan with good bearings the biggest determinant
of noise is the finger guard grill.  Wire grills are substantially
quieter than the stamped steel grills one usually finds today.  They're
also more expensive to produce which is why they're harder to find.

In 1981 when an IBM PC cost USD 4,000 it had a Rotron ball bearing fan
with a wire grill.  Now, as PC prices head more toward USD 400 you're
much more likely to find a cheap fan with a stamped steel grill.

Prowl the used electronics outlets and you'll find something
worthwhile.  Fans from something larger than a PC will probably be of
good quality.
