Someone did -- it's called the F-280, and I have one for sale for $110! :-)
Unfortunately, it doesn't QUITE work like an FP bulb, in that you can't
simply plug it into an FP sync socket -- it requires an OM-4T, OM-4Ti, or
OM-3Ti to do its work.
Philosophically, I believe it's the same as an FP bulb -- the idea is to
produce light for at least 1/60th of a second, so the entire frame is
exposed, even when the travelling slit between the first and second
curtains is only half a millisecond wide.
