The free roaming within the EU has nothing to do with Schengen. It applies to
all 27 EU member states regardless of whether they are in the Schengen system
(Ireland and Cyprus are not, for example, but free roaming still applies
there). In addition, it applies in three non-EU countries that are part of the
European Economic Area—Norway, Iceland and Liechtenstein. It does NOT apply in
countries like Switzerland or the UK, although individual mobile operators are
of course free to waive roaming charges in such countries if they wish to do so.
