But, in the USA, we give far too many "enforcement" personnel far too many violent alternatives for ready use, and totally insufficient training in how to avoid the need for violence in the first place. So, as the old saying goes, when all you've got is a hammer, everything starts looking like a nail. I am reminded of the tag line of the American Institute of Internal Auditors, namely "Tone at the Top". One might safely argue that the tone at the top of any organization filters down through the organization and influences the behaviour and ethics of everyone in the chain of command right down to the grunts. With the most bombastic POTUS on record and an Attorney General who sees quite fit to loudly berate in public a Federal judge sitting on "Some Island in the Pacific" is it any wonder that the tone at the top of the USA is filtering down to "enforcement" personnel?
