This may not meet you baggage requirements, but prowl around camera stores
and look for a Tilt-All tripod. I've used mine from OM to Hasselblad. It's
light weight and sturdy and not too expensive.

Not the answer you're looking for John...
But a compact solution that's worked for me: a Manfrotto "C" clamp topped
with a ball head. Works on fences, sign posts, park benches, automobile
door jambs and sundry other stable objects.

Is there any advice regarding the availability of study and lightweight
camera tripods which measure up to the reliability of Manfrotto tripods?
A
tripod which extends to no less than three feet above round level would be
ideal providing that it can cater to uneven ground and has and adjustable
height stem.
