In a way it is, in the form of OS updates. As a long term procrastinator of 
upgrading my phone I've had a 3GS and currently a plain 4 the move to  iOS 5 
and 7 respectively have taken a toll on the performance of my devices when I 
finally had to bite the bullet and upgrade the OS. I'd been on the fence with 
switching to iOS 7 until the security hole was not patched for iPhones on iOS6 
(yet a patch was issued for older iTouch iPods). The drag is not enough to even 
come close to making the device unusable but it's noticeable.
 
Not exactly the conspiracy that Ken implies but still it's enough to nudge me 
closer to temptation of the handset upgrade.
