Depends totally on what your goals are. The 28/2 is in my category of
"best of". However, 28mm is a non-starter for many people.

Personally, I'd get the 24/2 over the 21/2. But then, I have the
24/2.8, which is very good and behaves especially well on digital
cameras.
The problem, as I see it, is this: Olympus made too many high-quality
lenses. You can throw a dart at the lens chart and be happy.
