You can move files and folders in Lightroom, which prevents the program
losing the link between where they are stored and the catalogue. Hence
the injunction to use Lightroom to move them. The link will be
maintained, and you won't have to sync the folders and catalogue.
Import is a poor choice of term for what Lightroom is doing. It isn't
doing any 'importing', ie physical movement, at all. Just noting where
they are, and all the EXIF data, and constructing a catalogue of them,
with previews of a size you specify.
Once the catalogue is there, you can use keywords and EXIF and
Collections to sort and access the photos by relevance to criteria which
you specify. But no movement of the actual files takes place.
