Irene wasn't a hurricane despite all the bluster and hype. At no time did it reach the required sustained wind speed of 64kt when it reached land. I suspect it lost energy as it paralleled the coast just off shore. This slowing and losing energy caused it to dump a lot of rain in a concentrated area.
