Actually, this is one of the most brilliant aspects of our government.
It is designed to provide gridlock. The idea is that it takes a good
law to pass "mob rule" (House of Representatives), "fiefdoms" (Senate)
and "dictatorship" (President) and then survive the challenge of the
courts. And then there is the subject of Constitutional Amendments
which the process allows, but is designed to make it nearly impossible
to do. This stops the "flavor of the day" mentality of the masses from
taking us off the deep end.
Regardless, it all comes down to the bureaucrats who REALLY run the show.
