[OM] [OT] Does someone understand PC graphics cards?

I just bought my wife a new lcd monitor and took recommendations from here
to get a 23" Samsung.  It says its optimum setting is 1920x1080 (fullHD
16:9) but her low-end Dell PC has a simple on-board Intel graphics chip that
only supports 4:3.
So I guess I need to buy a graphics card.  Where do I start?
