Chuck, the trees are pollard willows, very common here in Holland.
They are rather demanding to be kept in shape. When this is properly
done they have to polled every third year. Farmers and estate keepers
do this or have it done in such a way, that never all trees are polled
at the same time. In my picture

you can see that some of the trees have been "topped" only a few
months ago, others one year ago, and the ones with the longest
branches two years ago. Those will be next in turn, in the autumn of
this year.
