There are several public and private organizations doing just that. Thousands
(tens of thousands) of private weather stations post readings to the Weather
Underground (wunderground.com), among
others. NOAA has the MADIS network, and there are projects like
www.cocorahs.org that collect rainfall totals daily from volunteers to build
better rainfall models.
