I find that the patch tool seems to work pretty well to fill the blank area of sky. The clouds are diffuse enough that the patch tool's blending action pretty well takes care of fitting everything together. But inspect the boundaries for artifacts as you may find a few. In that case just apply the patch tool again in the area of the artifacts. Just select the area you want filled (best to not leave any white areas crossing the selection boundaries) and then move the destination selection around in the clouds until the preview shows something you like. The final result will be more diffuse and blended than the preview. If you don't like the result undo it and try again. Recall that the patch tool blends from the surrounding area so if you get it too close to a dissimilar area you may find the tonality or pattern of that area drawn into the patch. For example, don't draw your selection too close to the surface of the sea or you'll find it drawn into your clouds.
