My (hardly foolproof) technique is to put my bag on the floor at my feet, nice and close to me, but also to rock back in my chair and toss the strap underneath it. In theory if anyone grabs it and tries to run the strap will catch on the leg of my chair and the potential thief will find themselves pulling a large, angry Scotsman along behind them. When walking in cities (Barcelona/Amsterdam anyone?) I make a point of holding tight onto a part of my bag other than the strap, as thieves often cut the strap when they snatch bags. Also as someone mentioned previously I try not to look like a tourist.
