Wouldn't a ping be as good or better than tracert? The tracert might be
blocked at some point(?). Will the ping to the IP number get through even if
tope.nl is blocking http?
In command window type:
ping www.tope.nl
or
ping 195.85.182.16
You will get the IP no. if you ping the domain name. Pinging the IP number
won't need a DNS.

If for some reason the traceroute is able to reach the site fine then
I'd check browser settings (proxy settings come to mind). If the
traceroute isn't working and the tech from the ISP wants to check your
browser settings then explain that you can't traceroute to the site,
that should clue them in to the fact it's not your browser.
If the traceroute works and the browser settings look alright then I'd
start looking for ad blocking software and at your firewall settings.
