It's possibly a routing issue as well or something where the tope site
itself is blocking them (doubt it's that). I'd recommend that anyone
experiencing problems first do a traceroute to the site. On Windows
boxes, pull up the start menu and click on run, then type in command
(I know cmd works but not with all versions of windows). In the DOS
window type in "tracert www.tope.nl" and press enter. If it's a DNS
problem then it will say it can't find the site or you'll get an IP
other than 195.85.182.16. If it's not a DNS error then it should start
showing all the hops it has to go through to get to that site. At some
point it should stop showing hops or you'll see repeated numbers over
and over again. See where that's happening. If it's within your ISP's
network you SHOULD be able to get them to fix it. If it's off their
network call them and complain but it'll be a lot harder for them to
fix it (especially if it's a few networks removed).

I agree that it's not the type of thing that most first level support
people would likely be able to help you with. As someone who used to
do tech support for 2 different ISPs I can tell you that these types
of problems can be a complete pain in the butt to troubleshoot
sometimes.

If for some reason the traceroute is able to reach the site fine then
I'd check browser settings (proxy settings come to mind). If the
traceroute isn't working and the tech from the ISP wants to check your
browser settings then explain that you can't traceroute to the site,
that should clue them in to the fact it's not your browser.

If the traceroute works and the browser settings look alright then I'd
start looking for ad blocking software and at your firewall settings.
