I was presuming for this "cultural event":
(a) Photography of it is permitted
(b) Use of flash is not prohibited
(c) Ali has verified (a) and (b)
If this is a "commercial" or "professional" production by a theater company
or similar organization, even if it's a non-profit entity such as a "civic
theater," photography of it in any form may be completely
prohibited. These organizations inherently own rights to all imagery of
their productions and it doesn't matter whether or not the photography is
for "personal use" only. The venue in which it's being held (auditorium
owner[s]) can also control what, if any, photography is done during
performances. Churches and K-12 schools typically don't prohibit
photography but may place some common-sense restrictions on how it's
performed so that it doesn't interfere with the production. Colleges and
universities typically prohibit all photographic and audio recording of all
stage productions.
