Ah, Earl! You must not know the US Fish & Wildlife Service! When I
worked for them as a volunteer at the Loxahatchee National Wildlife
Refuge in Florida it was frequently difficult to have adequate money
even for normal office supplies.
I believe the biologists do have a digital camera by now but I'll bet
they can't print very much at work. That would require paper and ink.
