I was under the impression that it can be difficult to get SCUBA tanks
filled if you are not a licensed diver - is this true?

Some locales may be less strict than others, but it is a concern I've heard
before floating around the paintball discussions I used to frequent. High
pressure air is used as an alternative to CO2 in cold climates and for
competition paintball markers. Portable SCUBA tanks are used to fill the
smaller HPA systems.
