For single TTL flash units, a ND filter is essentially useless, since the
camera will try to pump more light through it to compensate. I believe all it
will do is run your batteries down faster!
ND filters are useful for muli-flash TTL, where it alters the lighting ratio
between individual units.
The key to altering the natural/flash ratio is to use your shutter speed to
control the natural light exposure and your aperture to control the flash
exposure.
