This is a joke, right? Or is it just the latest example of "horrible advice
given with conviction, sincerity, and a straight face"?
No, the last thing you want is for your tripod to oscillate. Attaching
ballast with a bungee (an elastic cord) will produce a bouncing system.

Perhaps I should have explained. He said his bag was too heavy to
suspend from the tripod. He could just put it on the ground under
the tripod and hook a short bungee between it and the tripod to load
the tripod not to lift the bag off the ground.
