I noticed on checking further that the cheaper 2400 model also takes an
optional 5 x 4 film holder, for those with larger cameras....

I can not say for sure; I just read the ads! Specs for the 2450 say 'New
Adobe Photoshop Elements software', which I assume to be the latest (full)
version. The 2450 has USB2.0 and Firewire (IEEE-1394) interfaces, by the
way.
Try checking Epson's home page.

which version comes with the 2450? Are these fully functional versions of
Elements 2.0?

Regarding PS Elements (v.2), Epson are bundling it with their new flatbed
slides/neg scanner Perfection 2400 (around 200GBP in the UK I believe).
Perfection 2400 uses a USB 2.0 interface. The more expensive 2450, which
appears to cater for 4x5, also included PS elements .
