Are you talking about those plastic lightsticks that you snap and shake to 
activate and they glow for a few hours?
Various sizes and colors are available under the brand name "Cyalume" here in 
U.S.
They're available all over the place here. Some towns give them out to kids 
during Halloween trick-or-treating for safety (visibility).
American Cyanamid developed them around 1971 or 72. I was present at the 
first demonstration the company gave, right here in New Jersey.
