Not per definition :)
Some of the wide lenses are stellar performers, as are some of the not so
wide ones. Matters depend on exactly which lenses one is comparing...
I think though, that the general concensus is that the 24/2.8 is a better
lens than the 28/2.8. However, as far as I'm concerned this is hearsay, as I
do not have a 28/2.8. I find my 24/2.8 a very pleasing lens, however, no
issues with it.

Would that be a Zuiko 24/2.8, or a Tokina one? The Zuiko 24/2.8 is a very
good lens, I can't comment on any of the Tokina lenses, as I've never used
that lens...
