That's it - cheapest shift lens is a regular wide - and the 'perspective'

the regular lens and PS6 for. For the occasional user, what else?
For the cost of the 24mm shift you could probably buy a good wide lens, PS
AND a decent scanner.
This may be OK if you're going to use the output for web use or make
digital prints. However, you still need the lens for large display prints
on ultra high gloss Fuji R or Ilfochrome. Making gallery prints bigger
than 11x14 needs 120/220 or larger film.
The next lens on my "want list" isn't a Zuiko, it's a 50/4 shift lens for
the medium format rig. ;-)

For those determined to use a shift, one option hasn't been mentioned -
fitting a medium format lens to a 35mm body with a Zoerk shift adaptor.
