Not what I find as a UK user. I do not have a US bank account and leave the
funds there all the time without any problems. However, if I want to
transfer money out I'm hit with a $25 fee and get a poor exchange rate.

I tried to leave the funds in Paypal for other purchases, but it does not
work, I cannot "accept" the payment without a US bank account registered.
Any non-accepted payment will be rejected to the buyer in three(?) days.
