In my experience, only Americans think that PayPal works well for overseas
buyers/sellers. Personally, I don't particularly want to open an offshore
account in Florida and have them hold my money there! That's what they
expected me to do. He should simply find a bank that has lower fees for
converting foreign currency cheques and money orders and move his account
to it. Worked for me. Or charge a small premium for accepting foreign
currency.
