Ok, I don't know how doing this "Internationally" is different, but I
have yet to pay one red cent to Paypal and have used it to both pay
for items and to be payed for items. I am signed up for their
"Personal" service as far as I can tell I am only restricted in
using Credit Cards as my source of payment or if I am receiving
funds as the source of payment for the buyer. As long as I draw
on my checking (Chequeing?) account I can pay any amount I
want and I think that as long as a payer is drawing on his/her
checking account I can receive as much as I want -- all with
no service fee.
The only international payment I have done has been from
the USA to Canada and there was no problem at all once the
seller stipulated the funds in USD.
I think this is definately worth checking out (no pun) :-)
