Any carrier handling a cross-border shipment will claim the right to open
any package for inspection. That's what "customs" is all about. I don't
object to that (about 1 in 5 of my parcels is inspected). What bugs me
is when:
1. it takes them 2 weeks to inspect it;
2. they damage it while inspecting it (like the coffee-stained doll); or
3. they hose me with an extra fee.
USPS/Canada Post is very reliable and reasonable (notwithstanding the
damned GST). FedEx and Purolator are more expensive (although
faster) but reliable and up-front with their fees. CanPar (Canadian
Parcel) is great for service and slightly cheaper than FedEx/Purolator,
but is generally unheard of so it's hard to locate an agent.
UPS? Thieves!!! Bloody, incompetent thieves!!!
'Nuff said! :-)

Chris
