I believe this is a two part cyanoacrilate glue ("instant glue"). These are 
much stronger than the normal one part versions everyone is familiar with, 
but like regular versions they often embrittle other plastics particularly 
PVC. You can use the accelerator part with any of the normal cyanoacrilate 
glues so you can also combine it with the cyanoacrilate gels that are much 
less likely to wreck everything by flowing into parts nearby.
