You would not receive a bill from the carrier for duty unless the carrier
unless they were acting as your customs broker.. It sounds like FEDEX charged
you a service fee for clearing Customs, not duty. If you look closely at your
agreement with FEDEX, you'll probably see that you authorized them to act as
your "Customs Broker." In practice, this means FEDEX delivered your package to
a Port of Entry, Customs inspected it, then FEDEX picked it up again and
delivered to the final US destination. The extra pickup and administrative
costs are what FEDEX charged you for .Customs can also charge a "processing
fee" A.K.A. "inspection fee" just for inspecting and determining if a duty is
applicable, FEDEX might have passed this charge onto you. The size of your
purchase suggests that, first Customs would be interested enough to do an
inspection rather than casual entry, and that the FEDEX fee probably is
probably their charge or the inspection fee not duty. The duty on lenses form a
MFN is typically 2.30r $46. Although, the duty calculation is incredibly
complex and well, arbitrary, and the ten year NAFTA gradual tariff phase out
makes everything even more complicated, so does the original country of
manufacture being outside of Canada.
