Frank,
Not always true. I once rewired an outlet to use for an exhaust fan in a
darkroom without turning it off cause the wire insulation made me believe
it was 115 v. Only when the fan started up very fast and quite noisily did
I realize it was really 230 v and had been wired with the wrong colored
wire! I now always turn off the electricity to work on electricity.
