While in auto and program modes I had the aperture of the lens set at 22 in order to give the camera the most options.===== I have found that with small f stops the T series flashes do not always indicate sufficient flash. It may depend on the area around the subject. Try tightening up on the composition. The T20 was designed to be used at something more like f 4 or f 5.6 You are most likely getting a full dump and the averaging meter sees a lot of dark background. The prints may come out ok due to sufficient light on the subject. They could actually be over exposed. Try it again with a closer subject at wider lens openings. It always works for me that way. Of course I know nothing about program mode and flash. I use a OM1 or 2 on regular auto with the T20.
