The self-timer has a cam that pushes the shutter button down. It takes some
time for the cam to rotate far enough for the button to pop back up. If
this time happens to be two seconds, voila! You've got an additional
shutter speed!
My guess is that it wasn't designed for a specific speed, and that it
happens to be about two seconds, and that it varies between samples, based
on the stiffness of the self-timer spring, but what the heck -- if it works
for you, use it!
