We had a warm, dry winter here. Rainfall was less than 25% of average,
and our reservoir systems are at 59% capacity with no snow pack remaining.
Lake Powell is at 54% and Lake Mead is at 40%, with the total Lower
Colorado at 51% (https://www.usbr.gov/lc/region/g4000/weekly.pdf). We will
soon reach the trigger point for a shortage declaration, which will have
serious impacts here in Phoenix and Tucson.
