Leica has a cooperative agreement with Panasonic for a line of made in Japan lenses for µ4/3 bearing the Leica name and
lens nomenclature, but not the Red Dot. Thus this lens is labeled "LEICA DG VARIO-ELMAR 1:4-6.3/100-400 ASPH" on the top
of the body and on the front ring. "Panasonic" is nowhere to be found, but their brand "LUMIX" is found in a secondary
location on the side at the rear.
The simple line is that Leica designs the optics and Panny the mechanics and manufacturing. Their are indications that
the cooperation is much closer and less clearly separated than that.
There is even a rumor that Panny has designed a Leica zoom:

Make of all that what you will, there is no doubt that Leica had the larger or only role in designing the optics, and
thought them worth its name. Several other of what I call PLeicas are excellent. Ctein's long and frustrating search for
a 12 mm lens to meet his standards finally ended with the release of the PLeica 12/1.4. It costs about twice as much,
but is a better lens.
