The upper case W suggests to me that "Scholars Walk" is a proper noun in
need of an apostrophe.
Where it goes is open for debate. Perhaps there was a Rev'd Scholar, BD
[Cantab] whose reputation is being remembered :-)

As to the street signs, I have to observe that in my limited experience in
Cambridge, "Scholars Walk" is an accurate observation - at least concerning
those who do not use bicycles :-)
