As the great grammarians say, a lot depends on context. In this case, I think that quotation marks would be redundant;
the special tablet/plank, or whatever it's called, does the job. Also fussy, detracting from the impact.
Would you put Qmarks around To be or not to be . . . on a banner on the poster
for a production of Hamlet?
