Report the find, and you get a reward which may reflect the inherent value of
the find.
Fail to report the find and you then have to explain away the source of your
sudden wealth when you try to cash in (remember that you can't use Gold
sovereigns in the 7-11 store down the street). "Won it in Vegas" is not an
acceptable response for a precious metals or numismatics dealer. The downside
is you get yourself a suspicious transaction report, and a "visit". You lose
the find, and run the risk of prosecution for handling the proceeds of crime
(the crime being the failure to report the find in the first place).
"They" have learned much about enforcement since Al Capone's day.

Yeah, really! What kind of greedy grab-move by the government is that? WTF…. I
thought the US government was overly greedy… damn.
Anyone with a clue would not report a find like this, since basically it would
be guaranteed to be taken away from them.

The finder will be disappointed if the Crown successfully claims that
the find is "Treasure Trove" which would mean that the find reverts to
the Crown [read "the State"] leaving the finder with a very nominal
reward if anything.
