The other issue with using cellphones in an emergency (at least down under) is that in location-routed calls (such as 000/999/911), call routing and national networks means that one can end up talking to a emergency call centre in another state. Or in our case, another country. A while ago some poor SOB stuck in a roll-over waited quite a while while Central Saanich emergency services tried to figure out where the hell the call was coming from. I would _never_ dial 911 on a cell phone unless there was no other option.
