During last September's South Australian statewide 'black system' power
outage event, mobile phones stopped working after 2 hours as the base
stations ran out of battery.

The other issue with using cellphones in an emergency (at least down
under) is that in location-routed calls (such as 000/999/911), call
routing and national networks means that one can end up talking to a
emergency call centre in another state.
