If you hear the "clack" of mirror hitting the top with no shutter release, that's "shutter lock", usually battery related but also a symptom of oily magnet and misaligned levers in the bottom.

OM-2 "reset" is by shutter speed dial only, set to B
OM-2N, reset by meter switch lever, pressed up to "check/ reset" or shutter speed dial set to B.

Looks like a nice kit. Try replacing the batteries with fresh 357/SR44

Yup, with a dead battery, the shutter will start to fire, flipping up
the mirror, but won't complete. Folks who don't know how it works then
assume the shutter is stuck.

I see you have the shutter on "B", which means you found the
release/reset button near the bottom of the mount. That should have
released the shutter, and it should work properly in "B" mode, even
without batteries. If not, then the shutter is indeed mechanically stuck.

With new batteries, simply pushing the lever switch on top to
"Check-Reset" should release the shutter and get back to normal.

Don't worry about the apparent damage to the caps just check that the
battery contacts are clean.

There's one other not uncommon related problem, loose bottom plate
screws. The battery circuit is completed from battery cover to bottom
plate to chassis; loose screws and/or dirt or oil can give the same
symptoms. Less common, but still within the range of user repair is a
corroded wire to the battery compartment spring.

Good luck.
